Job Title: Senior Health Quality Policy Position, Consumer-Purchaser Disclosure Project
Organization: National Partnership for Women and Families

Description: The Consumer-Purchaser Disclosure Project (CPDP) (www.healthcaredisclosure.org) is a collaboration of leading national and local employer, consumer, and labor organizations seeking to improve health care quality and affordability by advancing the use of provider performance information for improvement, consumer choice, and payment. Ensuring that both public and private sector policies reflect the needs of those receiving and paying for health care - at the federal and state levels - is at the core of CPDP's activities. In the coming years we will have the largest reinvention of American health care since the enactment of Medicare. Whether the Affordable Care Act delivers on that potential, however, depends on how the law is implemented and myriad details that will be shaped in the months and years to come. Now more than ever it is important to have consumer and purchaser involvement.

Position Summary

The senior health quality policy position plays a key role in advancing the priorities of health care consumers and purchaser/employers in the areas of quality improvement and value. The successful candidate will, in collaboration with the CPDP team, develop strategies for effective articulation of the consumer and employer perspective in public and private sector quality measurement, public reporting, and value-based payment policies. The individual will craft concise, articulate, and consensus-based written comments and position statements aimed at influencing the regulatory processes on a wide range of performance improvement-related issues. S/he will also work with and support consumer and employer representatives on national decision-making committees and boards, as well as cultivate and train new consumer representatives as effective advocates for our mission. In addition, a significant portion of the work will involve analyzing performance measures for a variety of settings (e.g. physician, hospital, Accountable Care Organizations, etc.) and assessing their effectiveness in fostering care coordination, patient engagement, and improved outcomes. Finally, the successful candidate may at times be the representative to these committees (e.g., National Quality Forum, Measure Applications Partnership, Ambulatory Quality Alliance, Quality Alliance Steering Committee, Institutes of Medicine, etc.).

The position requires excellent oral and written communication skills, the ability to build consensus among various stakeholders, initiative, flexibility, and a high degree of autonomy. The position will be based at, and be an employee of, the National Partnership for Women & Families in Washington, DC.

Responsibilities

- Develop strategies for achieving CPDP goals within and across issue areas
- Produce written products, e.g., comment letters in response to federal rule-making, advocacy position statements, issue briefs, etc. that educate the CPDP constituency and strategically promote the CPDP agenda
- Assess provider performance measures for strengths and weaknesses and alignment with CPDP agenda
- Manage complex projects, deliverables, and timelines
- Provide technical assistance and support for consumer, employer, and labor representatives advocating the CPDP agenda
- Cultivate new consumer representatives to be powerful and articulate voices for the CPDP agenda
- Organize educational meetings and briefings for consumers and employers
- Represent the organization in external meetings and advocate on behalf of consumers and purchasers
- Coordinate efforts with other CPDP staff, as well as collaborating organizations

Requirements:

- Familiarity with performance measurement, quality improvement, and methodology
- 5-7 years professional experience in the health care sector
- Experience working in an advocacy position
- Master's degree preferred
- Excellent written and verbal communication skills
- Ability to grasp conceptually sophisticated material and translate it for non-expert users active in national policy development
- Ability to coordinate and manage complex and multi-faceted projects with co-workers, outside partners and consultants
- Project and time management skills
